Results of the Meeting of the SCO Countries Security Councils Secretaries in Moscow

The forth meeting of the Shanghai Cooperation Organization member states Security Councils Secretaries took place in Moscow on May 20. Secretary of the Security Council of the Russian Federation Nikolai Patrushev, Minister of Internal Affairs of the Republic of Kazakhstan Kairbek Suleimenov, member of the State Council - Minister of Public Security of the People's Republic of China Meng Jianzhu, Secretary of the Security Council of the Kyrgyz Republic Adhan Madumarov, Secretary of the Security Council of the Republic of Tajikistan Amirkul Azimov, Secretary of the National Security Council under the President of the Republic of Uzbekistan Murod Ataev, SCO Secretary-General Bolat Nurgalijev and Director of the Executive Council of the SCO Regional Antiterrorist Agency Myrzakan Subanov took part in it.

The heads of the delegations were received by the President of the Russian Federation Dmitry Medvedev.

The forth meeting of the SCO member states Security Councils Secretaries was held under the chairmanship of the Russian party. The participants of the meeting exchanged opinions on ways of strengthening practical cooperation in the maintenance of security and stability, counteraction to present challenges and threats in the SCO region, as well as enhancing cooperation within the framework of the Organization.

One of the most important fields of activity was recognized the active cooperation at the national, regional and global levels in working out measures for minimization of the world financial and economic crisis negative consequences for the international and regional security.

In the field of struggle against terrorism the need was underlined to intensify cooperation in consolidation of the UN central coordinating role, implementation of its Global counter-terrorism strategy, standards of universal anti-terrorist conventions, early completion of harmonization of the Comprehensive convention on international terrorism.

A significant contribution to strengthening of legal base of cooperation within the framework of SCO in the sphere of counteraction to new challenges and threats will become the signing of the SCO Convention against terrorism. It was recognized rational to successively develop the practical component in the activity of the main working member of antiterrorist cooperation of the SCO member states – Regional antiterrorist structure, as well as to brisk up the work with the observer states on the basis of the corresponding Regulations of January 14, 2008.

Further steps will be taken for civil society resources, business circles and mass communication media engagement in antiterrorist cooperation.

The participants of the meeting declared for the SCO observer states involvement in joint efforts aimed at counter-terrorism and fighting drug menace in the interests of enhancing regional security. For this purpose, the work will be brisked up on assurance of these countries participation in the process of creation of “anti-narcotic and financial security belts” around Afghanistan and in the international Channel anti-narcotic operation under the guidance of CSTO.

A general opinion was expressed about the need for the essential developing of anti-narcotic cooperation within the framework of SCO, consistent implementation of the Agreement of cooperation in struggle against illicit traffic in narcotic drugs, psychotropic substances and their precursors dated June 17, 2004, effectiveness increase of the mechanism of the SCO member states Heads of Ministries and Agencies Meeting, vested with the necessary authority in struggle against illicit traffic in narcotic drugs.

The participants of the meeting discussed the preparation of the Provision of political and diplomatic measures and the mechanism of the Shanghai Cooperation Organization response on the situation endangering peace, safety and stability in the region, in accordance with the SCO member states commission. The experts’ groups work on this draft document development was approved. It was found necessary to complete the corresponding domestic procedures to submit the Provision for approval of the SCO member states.

Following the results of the meeting the Protocol of the Forth Meeting of the Shanghai Cooperation Organization member states Security Councils Secretaries was signed.
